In the beginning, it’s about energy, setting a leadership position and the vision  It’s about candour and being clear about what you say to people.  Process, infrastructure and measurement are all created within the context of people and culture.  A positive culture cannot exist where there is a; 

Absence of trust 

Fear of conflict 

Lack of commitment 

Avoidance of accountability 

Inner tension to results
