US stocks surge despite gloomy forecast, US police reform bill, oil industry’s cautious optimism

The US stock market has erased all of its losses from 2020, the World Bank has forecast that emerging economies will shrink for the first time in 60 years, and US Congressional Democrats have responded to protests against police brutality by proposing a bill to reform police practices.
