The "mini" budget: did the rich just get richer?

Some called it a "mini budget", the government preferred to use the term "growth plan". As the UK faces a winter amidst a cost of living crisis, the new chancellor Kwasi Kwarteng revealed his proposals for encouraging economic growth.

In the biggest tax-cutting announcement since 1972, he abolished the top rate of income tax and brought forward a reduction to the basic rate. He also ended the cap on bankers' bonuses.
