Rwanda Plan Ruled Unflawful

The government's flagship and controversial plan to send asylum seekers to Rwanda for processing was ruled unlawful by the Court of Appeal earlier today. The Home Secretary said she would appeal the decision and claimed Rwanda is a safe country. How likely is this to ahead? And is Rwanda a safe country?
