The Chancellor Jeremy Hunt tomorrow will unveil what could be his last budget before the general election. The Treasury briefings to the media suggest there will be a 2p cut to national insurance contributions but nothing on tax cuts since the Office of Budget Responsibility said the headroom for tax cuts was reduced due to lower economic growth. But is this what the public really wants? Or do they just prefer functioning public services as the opinon polls suggest?
